Myanmar's Hindu Organizations Condemn Jihadi Attacks

Two of the largest Hindu organizations in Myanmar condemned Arakan Rohingya Salvation Army (ARSA) , attacks that claimed the lives of residents in Rakhine State including Hindu people, and urged the community to maintain amity and avoid hatred of followers of other faiths.

The All Myanmar Hindu Central Council, an umbrella association of Hindu groups across the country, and Sanatan Dharma Swayamsevak Sangh, one of country’s prominent Hindu organizations, released a joint statement at a prayer ceremony for Hindu victims in Rakhine State held in Yangon on Sunday.
“In the worst circumstance, many Hindu villagers, including children, were brutally murdered and mutilated. Some Hindu women were kidnapped to a neighboring country with the alleged purpose of deceiving the international community and forceful religious conversion. For such actions, we strongly condemned the ARSA,” the statement read.
Hundreds from the Hindu community prayed for the victims and expressed condolence for the family members.
“We view this incidence as an organized terrorist attack [by the ARSA] on innocent civilians, not as a religious conflict between the two religions and so we urge our followers to maintain amity and avoid hatred with followers of all the other faiths,” the statement read.
The groups also objected to the term “Rohingya Hindu” used by some international media and asked for it not to be used.
“The term never existed in the history of Hindus in Myanmar,” U Hla Htun, a Hindu religious leader and the coordinator of Sanatan Dharma Swayamsevak Sangh, told The Irrawaddy.
Qatar-based Al Jazeera reported “Rohingya Hindus now face uncertainty in Myanmar” on September 21 and Bangladesh-based Dhaka Tribune reported “Who really attacked the Rohingya Hindus in Rakhine?” on October 1.
U Ragu Nay Myint of the central council said at the ceremony, “We noticed the usage of the term in international media. We would let them know that there is no such in Myanmar Hindu community.”
U Hla Htun told The Irrawaddy that the groups announced that they condemn the international organizations and international media who are making unbalanced reporting of the events and turning a blind eye to violent acts on local people by terrorists.
“They are talking like only the Rohingya were attacked when actually, our Hindu people were also murdered and attacked,” he said.
The All Myanmar Hindu Central Council and Sanatan Dharma Swayamsevak Sangh also called the government to restore law and order in the region urgently, saying they would collaborate with the government on any immediate or long-term rehabilitation works for the Hindus in Rakhine State.

The Irrawaddy  reports :

MAUNGDAW, Rakhine State — A funeral service was held on Thursday to cremate the remains of 45 Hindu villagers—including six children—of Ye Baw Kya village in northern Maungdaw Township unearthed on Sunday and Monday.
A mass grave of 28 missing Hindu villagers was found on Sunday, and 17 others were discovered on Monday afternoon.
More than 70 people, including Hindu spiritual leaders and relatives of the victims, attended the funeral, which was held according to Hindu rituals, Police Colonel Okkar Ko of the border guard police force told The Irrawaddy.
“All of the bodies were cremated and the funeral service was conducted by Hindu religious leaders. The funeral was held near the place where the bodies were discovered,” said the police colonel.
The retrieval of the remains of Hindu villagers came after a Hindu woman of Ye Baw Kya village who fled to Bangladesh following the attacks of the Arakan Rohingya Salvation Army (ARSA) in August phoned and informed a Hindu community leader, who had fled to state capital Sittwe, about the killings.
The government’s statement—based on Hindu community leader U Ni Mal’s testimony—on Sunday said ARSA arrested some 100 men and women from several Hindu villages in Kha Maung Seik village tract on Aug. 25 and killed the majority of abductees.
On Wednesday, authorities showed local and international journalists the unearthed bodies.
The government’s Information Committee released a statement on Wednesday saying 163 people from Maungdaw District were killed and 91 people went missing from October 2016 to September 2017, following attacks by Muslim militants on border police posts.

Secretary-General's remarks at open debate of the Security Council on Myanmar [as delivered]

I welcome this opportunity to brief you on the crisis in Myanmar.

On September 2nd, I wrote to this Council urging concerted efforts to prevent further escalation of the crisis in northern Rakhine state.

I am encouraged that the Council has discussed the situation four times in less than a month.

The reality on the ground demands action -- swift action -- to protect people, alleviate suffering, prevent further instability, address the root causes of the situation and forge, at long last, a durable solution.

The following briefing is based on our reporting from the ground, and is our best sense of what has happened, what is still happening, and what needs to be done.

The current crisis has steadily deteriorated since the August 25 attacks by the Arakan Rohingya Salvation Army on the Myanmar security forces.  I repeat my condemnation of those attacks today.

Since then, the situation has spiralled into the world’s fastest developing refugee emergency and a humanitarian and human rights nightmare.

I continue to call on the Myanmar authorities to take three immediate steps:

First, to end the military operations;

Second, to allow unfettered access for humanitarian support;

And third, to ensure the safe, voluntary, dignified and sustainable return of the refugees to their areas of origin.

Let me now review what we know about the military operations that have taken place since August 25th.
While there have been competing narratives in a highly complex environment, certain elements are clear.

At least 500,000 civilians have fled their homes and sought safety in Bangladesh.

Although the total number of those displaced is unknown, it is estimated that 94 per cent of them are Rohingya.

The devastating humanitarian situation is not only a breeding ground for radicalization, it also puts vulnerable people – including young children –
at risk of criminal elements including trafficking.

We have received bone-chilling accounts from those who fled -- mainly women, children and the elderly.

These testimonies point to excessive violence and serious violations of human rights, including indiscriminate firing of weapons, the presence of landmines and sexual violence.

This is unacceptable and must end immediately.

International human rights law and standards are clear:  any use of force by the authorities must respect Myanmar's human rights obligations under international law and comply with well-established human rights standards.  Above all, these actions must fully respect the human rights of those affected, regardless of ethnicity or religion.

The use of lethal force, even in situations of emergency, must be commensurate with the threat to the public order and utmost care must be taken to minimize loss of life and injury, especially for unarmed people and communities.

The authorities have claimed that security operations ended on September 5th, following major displacements in northern Rakhine, where Rohingya were the majority.

However, displacement appears to have continued, with reports of the burning of Muslim villages, as well as looting and acts of intimidation.

Myanmar authorities themselves have indicated that at least 176 of 471 Muslim villages in northern Rakhine have been totally abandoned.

In Rathedaung Township, three quarters of the Rohingya population has fled.  Most villages and all three of the former internally displaced persons camps have been burnt to the ground.  Just five isolated Muslim communities remain in Rathedaung.

Elsewhere too, a majority of the abandoned villages were majority Muslim.

There seems to be a deeply disturbing pattern to the violence and ensuing large movements of an ethnic group from their homes.

The failure to address this systematic violence could result in a spill-over into central Rakhine, where an additional 250,000 Muslims could potentially face displacement.  They are outnumbered by Rakhine communities, some of whom have engaged in violent acts of vigilantism against their Muslim neighbours.

The violence in Rakhine – whether by the military or radical elements within communities – must end.

The Myanmar authorities must fulfil their fundamental obligation of ensuring the safety and security of all communities and upholding the rule of law without discrimination.

Let me now turn to the question of humanitarian access.

It is imperative that UN agencies and our non-governmental partners be granted immediate and safe access to all affected communities.

I am deeply concerned by the current climate of antagonism towards the United Nations and non-governmental organizations.  Indeed, this can lead to unacceptable violence, such as the recent attacks against the ICRC by Rakhine villagers in Sittwe.  

The Myanmar authorities have said repeatedly in the past few days that “it was not the time”
for unhindered access to resume.

Given the enormous needs, this position is deeply regrettable.  The United Nations and its partners should be allowed to reach the affected areas without delay.

I would also like to address the issue of safe return of refugees to their places of origin.

I ask members of the Security Council to join me in urging that all those who have fled to Bangladesh be able to exercise their right to a safe, voluntary, dignified and sustainable return to their homes.

Myanmar authorities have committed to use the framework established in the 1993 Joint Statement of the Foreign Ministers of Bangladesh and Myanmar to facilitate these returns.

While that may be a useful starting point, it is not sufficient in the present circumstances.
Notably, the framework does not refer to resolving the root cause of displacement.  Moreover, it requires documents that the fleeing Rohingya may not be able to provide.

The United Nations is committed to a plan for voluntary return and calls upon the international community to support such an effort.  This should include development assistance to the villages of those who return home, and the implementation of the Rakhine Advisory Commission recommendations regarding verification and citizenship.

Voluntary repatriation also requires, as a critical first step, the registration of refugees in Bangladesh using internationally accepted standards.

The United Nations is ready to support Myanmar and Bangladesh in all stages of this important process.

Ensuring the safe, voluntary and dignified return of refugees to Rakhine – in line with international refugee law – will require the restoration of mutual trust among the communities.

Improving inter-communal relations is a critical part of a sustainable resolution to the crisis and one of the essential recommendations of the Rakhine Advisory Commission, led by Kofi Annan.

In this highly complex environment, the Myanmar authorities must work to defuse tensions and uphold and protect the rights of all communities, including respect for property rights.

Those who fled should be able to return to their homes in peace – not to yet another cycle of violence.

It will be especially important to avoid re-locating those displaced yet again to camp-like conditions.  

In Bangladesh, the United Nations continues to step up our humanitarian response.

The High Commissioner for Refugees visited just days ago.

In the next two weeks, the World Food Programme, the Office for the Coordination of Humanitarian Affairs, the International Organization for Migration and UNICEF will visit the Bangladesh border area.

On October 9th, UNHCR, OCHA and IOM will convene a donor’s conference.

In my meeting last week with Bangladesh Prime Minister Sheikh Hasina, I expressed great appreciation for the care being provided to refugees.  I commend those countries that are supporting Bangladesh in its response.   

Let me also stress the need for strengthened cooperation between Myanmar and Bangladesh and I welcome the upcoming high-level visit of Myanmar officials to Bangladesh.

The crisis has generated multiple implications for neighbouring States and the larger region, including the risk of inter-communal strife.

We should not be surprised if decades of discrimination and double standards in treatment of the Rohingya create openings for radicalization. 
In moving forward, we need an effective partnership with the Myanmar authorities, especially the military.  All involved should refrain from any actions that could exacerbate the precarious situation on the ground.
I welcome the participation here today of National Security Adviser U Thaung Tun – as well as the Permanent Representative of Bangladesh, Masud Bin Momen.

I appreciate the National Security Adviser’s efforts to engage in dialogue with various stakeholders during the high-level week of the General Assembly.

In addition to discussions with the United Nations Secretariat on future cooperation, the Myanmar delegation has reached out to Bangladesh to revive dialogue.

Myanmar has also engaged the Association of Southeast Asian Nations for desperately needed humanitarian assistance.

I look forward to effective and credible follow-up to the authorities’ stated commitment to greater access, including for the international community, the media and humanitarian actors.

The regional cooperation with Myanmar will also be essential, and the United Nations fully stands behind this.

I welcome the important role played by Foreign Minister Retno [Marsudi] of Indonesia in this respect. She has been advocating for an approach that echoes the three steps I have been emphasizing and is also what many countries have been seeking.

The crisis has underlined an urgent need for a political solution to the root causes of the violence.

The core of the problem is protracted statelessness and its associated discrimination.

The recommendations of the Advisory Commission on Rakhine provide a blueprint for the longer-term future.

The Muslims of Rakhine State should be granted nationality.  The present Myanmar citizenship legislation only allows it partially.  We encourage Myanmar to revise it in line with international standards.

In the interim, an effective verification exercise as previously foreseen should allow those entitled to be granted citizenship according to the present laws.

All others must be able to obtain a legal status that allows them to lead a normal life, including freedom of movement and access to labour markets, education and health services.

I appeal to the leaders of Myanmar, including military leaders, to condemn incitement to racial hatred and violence, and take all measures to defuse tensions between communities.

We have taken good note of declarations by Myanmar authorities that no one is above the law.  There is a clear need to ensure accountability for perpetrators of human rights violations, to curb the current violence and to prevent future abuses.

The United Nations will remain a close partner to Myanmar to address these urgent issues.

We have no agenda other than to help Myanmar advance the well-being of all the country’s people.

We have no interest other than to see all communities enjoying peace, security, prosperity and mutual respect.

And we are committed to nothing less than easing the heart-breaking suffering of so many vulnerable people while forging a lasting solution that affirms shared values, promotes mutual respect and upholds human dignity.

I call on the Security Council to stand united and to support efforts to urgently end this tragedy.

Both sides had reaffirmed their resolve to further develop their strong strategic partnership. Secretary Mattis briefed Prime Minister on the progress in advancing the bilateral agenda and implementing the decisions taken during that visit. 

They also discussed enhanced cooperation, regionally and globally, in pursuing shared priorities for peace, stability and combating terrorism.

New Delhi. "India remains deeply concerned about the situation in Rakhine State in Myanmar and the outflow of refugees from that region.

"We had earlier strongly condemned the terrorist attacks on Myanmar security forces in Rakhine State.The two countries have since affirmed their shared determination to combat terrorism and not allow its justification under any pretext.

"During Prime Minister's recent visit to Myanmar, he had expressed his concern at the casualties of security forces as well as other innocent lives. He had also urged a solution based on respect for peace , communal harmony, justice, dignity and democratic values.

"It was agreed during the Prime Minister's visit that India would provide assistance under the Rakhine State Development Programme in conjunction with the Government of Myanmar.

"We would urge that the situation in Rakhine State be handled with restraint and maturity, focussing on the welfare of the civilian population alongside those of the security forces. It is imperative that violence is ended and normalcy in the State restored expeditiously."

"India notes with utmost regret that the Organization of the Islamic Cooperation (OIC), during its 44th Session of the Council of Foreign Ministers held in Abidjan, Cote d’Ivoire on 10-11 July 2017, has again adopted certain resolutions which contain factually incorrect and misleading references to matters internal to India, including the Indian state of Jammu and "Kashmir, which is an integral part of India. 

"India out rightly rejects all such references.

"The OIC has no locus standi on India’s internal affairs. We strongly advise the OIC to refrain from making such references in future."

Tale of two World Leaders of Social Media : Donald Trump and Narendra Modi 

Varanasi. A sort of history  was created when two icons of social media met at white house on Monday. Donald Trump, and no body else, realised the importance of this meeting when the POTUS, who is still in election mode and in no mood to forgive mainstream media, said that they were two world leaders of social media.
Sooner than  later social psychology would incorporate the phenomenon called Trump and Modi, in syllabus who battled only to batter, later on, the mainstream media to make it almost irrelevant. The second term, if it happens, of Trump and Modi would  decimate the mainstream media, if Vladimirovich did not switch side to help their opponents.
They are supreme commanders of social media armies, even though they claim to represent " WE THE PEOPLE". Their attitude towards their supporters is just like of shepherds to the sheep . Their twitter accounts, data of following and followers, show the hierarchy and one way communication from Sovereign King to plebeian masses. Just look the data:

Narendra Modi polled 5,81022 popular votes in 2014 election to represent Varanasi in Lok Sabha. He is our man in Parliament. But apparently there are only handful of Benaresis in his 'following' list. And it is his loss not ours. Logically he should have followed every Benaresi and it would have been a  privilege for him. We, all Beanresis including pandits, professionals, merchants, chandals, cows, monkeys and donkeys, are in the following list of Lord Shiva, who guarantee us of Moksha, the ultimate liberation. If Lord Shiva ever shows foolishness, under  the influence of dhatoora , to exclude or block any Benaresi from following list he would do it at his own peril. Unless Mother Goddess Annapurna intervenes Benaresis would dislodge him.

Audacity of Hope and triumph of Human Spirit

Poor and resource less father could not gather courage to go to the nearby town to meet a VIP from state capital and seek some help for his audacious daughter who was adamant to continue her pre- matric studies even as her two brothers lost all motivation to continue schooling. Father Biranchi Narayan Tudu was in dilemma, he did not have clean and appropriate pair of cloths to wear and stand before a visiting Minister to urge him recommend  her  daughter for admission in a girl hostel meant for tribal girls. Daughter Draupadi refused to give up. She got full support of grandmother who to some extent received informal education in her village. Finally Biranchi permitted Draupadi to try her luck on her own. Little Draupadi, with a bunch of papers, certificates and an application, went to meet the VIP and urged him to help her in getting admission in the hostel at the state capital Bhubneswar. State government ran the hostel and college bearing the expenses of the tribal girls staying and studying there. Entourage informed the minister that a little girl from nearby village wants to meet him. The minister saw the little girl, a dazzling zeal for learning on her face. He recommended her and that was the turning point in the life of Draupadi Tudu, life which had in store many turning points sometimes reducing the life to a pointless pass; And, suddenly phoenix rising from the ashes.
Tudus are traditionally musician folks in the tribal community but in Draupadi's life the melancholic note was ear deafening. Audacity of hope transformed the sad music into a celestial symphony of joy and jijivisha and India and world at large, hopefully, would soon hear the life inspiring ragas from the Raisina Hills.
Biranchi Nrarayan Tudu,a Santhal tribal was named after lord Brahma (Biranchi),the creator  of universe and Vishnu (Narayan) the preserver .But he, all  his life, struggled to  preserve his creations . He named his daughter Draupadi after the ’fiercely independent’ and ‘ruthless pursuer of goal’ character of Mahabharata- Draupadi,, sister of lord Krishna. Sister was one the causes of Great War of Mahabharata and sibling was facilitator of a righteous war that consumed much of the material existence and possession. What mankind still remembers and cherishes is the battle sermon of the brother, Bhagavad Gita. Indian parents don’t prefer to name a girl baby as Draupadi, the lady with five husbands. But that is not the case in Odisha state, where Krishna mythology dominates all spheres of life. Even tribal people are closely connected to this mythology and their unique folk gods and goddesses, culture and festivals are favorably encompassed into Jagannatha universe.

 Draupadi Tudu was enrolled in class eighth in Bhubaneswar in early 70s and for the next seven-eight years single mindedly pursued her studies. After getting a graduate degree she returned back to her village to support siblings and devote herself to uplift her tribal community. She began teaching the tribal children. She found a clerical job in irrigation and power department and as an educated woman found her life partner in Shyam Charan Murmu, a bank officer. The couple shifted to the nearby town Rairangpur, a notified area in Mayurbhanj district. And this town and surrounding villages became karmbhoomi of Draupadi Murmu. (Contd.)
